Mr. Timoth Mmbaga holds a degree of B.Sc. Agriculture General (Sokoine University of Agriculture 1993-1997) and MBA-Agribusiness (Sokoine University of Agriculture 2007-2009). From August 2016 through February 2021, he was employed by ACT as Director of Policy Planning and Advocacy. Prior to joining the ACT, he was working with the Ministry of Agriculture in the Department of Policy and Planning. During that time, he served in different positions such as Head of the Multilateral and Bilateral Cooperation Unit in the Department of Policy and Planning, Officer in Charge of Parliamentary issues in the Ministry of Agriculture, Personal Assistant to the Minister for Agriculture etc. Mr. Mmbaga's career started early 1998 where he implemented agricultural development programs namely Soil and Water Conservation Program and Participatory Irrigation Development Programme (P.I.D.P). In the Soil and Water Conservation Program popularly known as HIMA (Hifadhi ya Mazingira) which was funded by DANIDA, he served as a program facilitator from 1998-2002. From 2002-2005 Mr. Mmbaga worked as a programme manager for the Participatory Irrigation Development Programme which was financed by IFAD.

He also served as a Research Assistant with the Economic Research Bureau (ERB) of the University of Dar es Salaam from 1997 to 1998, conducting research on the coffee value chain and the performance of cooperative societies. The project was a Ministry of Agriculture assignment and was financed by the European Economic Community (EEC) at the time. Mr. Mmbaga has extensive experience of policy issues related to agriculture within and outside Tanzania. He has participated in numerous National and International dialogues and forums including World Economic Forums (in Davos – Switzerland and Cape Town – South Africa), workshops, negotiations, etc. In Tanzania, he has participated in multiple policy formulations and assessments. He also has vast knowledge and experience of a variety of agricultural development initiatives and advocacy efforts for a better agribusiness environment.

Mr. Mmbaga has a profound passion for agriculture (crop, livestock and Fisheries) and has always been a passionate advocate for sustainable development in Tanzania. He believes that for the agricultural sector to thrive, a conducive environment for investment must be created through improvements in policies, taxes, laws, regulations and procedures. This is in line with public sector investment in agricultural infrastructure.
